Why would self-funding be a good option for transitional groups? Aren’t they already avoiding community rating?

If you have transitional relief, you can’t change, so four years into it you haven’t made a benefit change.

You also have to take the rate increases, whatever they are. They may not be as bad as ACR, but maybe you don’t want to eat the increase each year.

Level funding allows you to make some plan changes without taking an ACR hit.
