Are “one-person groups” allowed in the state of Texas? (If so, are carriers required to accept them?)

Texas considers a small group to be one with two or more eligible employees, and does not seem to require carriers to accept two-person groups with only one enrollee.

That said, there are carriers in Texas that will accept one-person groups (for example, a husband-and-wife group where the husband waives coverage and the wife enrolls, or vice versa).
