If Medicare supplement plan F really being eliminated, and if so, why?

Yes (sort of).

Plan F fills all of the holes in Medicare. The government wanted to eliminate plans that have no cost-sharing since beneficiaries who do not have to pay a portion of the bill use more health care services.

Starting in 2020, people who are new to Medicare will no longer be able to purchase a Plan F supplement. Plan G will be the most comprehensive Medigap plan.

People who already have a Plan F supplement can keep it, and people with Medicare prior to 2020 can purchase a Plan F supplement (if they qualify) after January 1, 2020.
